That instability is the defining feature. A role that is critical during design may not exist during operations, and a capability that is irrelevant at year two becomes the core of the business at year six. Hiring against a static organisation chart guarantees a mismatch.

When a project needs several thousand people in defined role families, the recruitment process itself must become a production system rather than a series of individual searches. That means standardised role profiles, defined assessment stages, fixed weekly capacity, and clear service levels.

Housing, mobility, and the practical realities
Giga-project recruitment involves logistics that most talent acquisition teams never encounter. Sites are frequently remote, and the offer includes accommodation, transport, rotation patterns, schooling for families, and healthcare access. These details determine acceptance far more than a marginal salary difference.
Candidates evaluate them carefully because they are evaluating a life change, not just a job. An employer who can describe the accommodation, the rotation, the flight allowance, and the schooling options precisely will convert offers that a vaguer competitor loses.
Family considerations are decisive for senior hires in particular. Where a project can offer credible family accommodation and schooling, the accessible candidate pool expands substantially; where it cannot, the offer should be honestly positioned as a rotational role rather than presented ambiguously.
These factors also drive retention. Attrition in remote project environments correlates strongly with accommodation quality, connectivity, and rotation fairness — operational details that rarely appear in a recruitment strategy but consistently determine whether it succeeds.

For the Kingdom's broader ambitions, this legacy question is the point. The projects are the visible output, but the durable return is a workforce with experience that did not exist domestically a decade ago and now does.
For recruitment leaders, that reframes the role. Hiring at this scale is not a resourcing function executing a headcount plan; it is the mechanism through which national capability is built, and it should be planned, measured, and defended on those terms.
